The CAI Arizona Legislative Action Committee (LAC) plays a vital role in advancing the Chapter's mission to serve as the leading voice and advocate for Arizona's community associations before the Arizona State Legislature. Through legislative advocacy, education, research, and collaboration with the Chapter's lobbying team, the LAC evaluates proposed legislation, develops positions on bills affecting community associations, and helps shape the Chapter's legislative priorities on issues impacting Arizona's homeowners associations.

Over the years, the LAC has played a significant role in defeating harmful legislation while helping advance meaningful reforms that strengthen Arizona's HOA communities.

What is Expected of Committee Members? 

LAC members serve staggered two-year terms and are expected to:

  • Participate in weekly 60-minute conference calls with the Chapter's lobbying team during the legislative session
  • Review and evaluate proposed legislation and bill summaries
  • Provide industry expertise and feedback on legislative issues
  • Support advocacy efforts and action items when needed
  • Stay informed through weekly bill tracking reports

The Chapter strives to maintain a balanced and diverse committee that reflects the broad perspectives of Arizona's community association industry, including a variety of member types, professional disciplines, and geographic regions throughout the state.

How to Apply:

To be considered for the LAC, nominees are required to complete:

  • LAC Nominee Information Form
  • LAC Conflict of Interest Form 

CAI Arizona Chapter delegates are nominated by the CAI Arizona Board of Directors and approved by CAI National. The LAC is also authorized to appoint additional at-large delegates to help ensure balanced representation and the expertise needed to effectively carry out the committee's work.

The Arizona Legislative Action Committees (AZ LAC) exists to represent the interests of, and to provide regular communications to, CAI members  located within Arizona, with respect to state legislative, regulatory, and amicus curiae activities of relevance to the creation and operation of community associations. AZ LAC delegates are nominated by the chapter and by the AZ LAC itself, and volunteer their time and energy to benefit all CAI members.  The AZ LAC is not a PAC (political action committee) and makes no financial contributions.  The LAC depends solely on donations of  the community associations and businesses it represents.  The Arizona Legislative Action Committee retains Alexis Glascock of Fennemore Law, a respected lobbying firm, to lead our efforts with the legislature.

Each legislative session presents new opportunities and challenges.  Working through these issues can be difficult and volatile and takes a tremendous amount of dedication and willingness to work behind the scenes as well as in public forums.  The Arizona Legislative Action Committee will, from time to time, ask for the assistance of our membership and the community at large to either support or oppose specific legislation concerning the protection of homeowners.

We encourage anyone interested in supporting positive, sensible and consistent legislation regarding homeowner and community associations to get involved. Consider what you can contribute whether it is your time, money or ideas and contact your local CAI office and make sure you are a member of the Community Action Campaign.
